Nowadays, it seems like every major FPS involves players in some kind of military or paramilitary organization. Gears of War and Halo: ODST do it in the future, while Call of Duty did it in the past and now the present, with Modern Warfare.

Although this makes sense in historical context, it also has the effect of changing the perception of the military and war in video games. The events of Doom and Half-Life are extraordinary, with a lone person taking up a gun and using it to survive. They are the solitary hero because they have to be the solitary hero. In games like Half-Life and Deus Ex, the military forces of the state are the enemy. In more recent games, as members of the military, the player is now a representative of the state. And in order for their premises, settings, and storylines to work, video games have to justify the actions of those militaries. This necessarily means that the violence of the state - war - is now the focus of most first-person shooters, instead of survival. And those wars have to be justified and even glorified for the games to work.

For the past four years, TRC has published an annual report recording the involvement of the U.S. military in Western Massachusetts high schools. We started compiling data on military recruitment in 2012 by sending simple, one page requests to public high schools for information about the frequency of recruiter involvement. These went ignored by most schools. After submitting our inquiries in the form of Massachusetts Public Records Act requests, we received more responses. Responses collected between 2012-2015 were compiled into the first edition of Military Recruitment in Western Massachusetts High Schools. We repeated the process of submitting public record requests to schools to obtain information for the 2015-2016 School Year and the 2016-2017 School Year, which were compiled into the second and third edition respectively.

The Northwest Suburban Peace & Education Project formed in the spring of 2004. We all lived and worked in the community. Many of us had children in the public schools. As parents and community members we were concerned about the role of the military in our schools. This became very clear in the run-up to the Iraq war. The government was beating the drums of war and the military recruiters were all over the high schools trying to recruit young people. We felt the need to offer an alternative view.

District 214 is the second largest high school district in the state of Illinois. It includes the suburbs of Elk Grove Village, Rolling Meadows, Arlington Heights, Wheeling, Mt Prospect, Prospect Heights and Buffalo Grove. There are six high schools. Together this includes about 12,000 students.

Starting in 2004 until 2019 we set up a table in the commons area in each high school usually once a month. We talked to the students; offered career alternatives; and tried to raise their awareness of the militarism in society. We often had a theme centered on a particular event – e.g. International Day of Peace, Memorial Day, Mother’s Day. We produced a zine which included submissions from District 214 students. And we hosted public events.

We had been losing members over the years. None of us have children or grandchildren in any D214 schools any longer. Then in 2019 the school district essentially made the decision for us by implementing a new policy which restricts all outside groups to one visit/semester. Although there were slight differences in how the policy was administered between the six high schools, it was a game changer for us. To be clear, the same policy applied to the military. In fact there was a rumor that the policy came about by a parent angry about the presence of recruiters at the school with free access to the students. Then the pandemic hit and access to students was limited. At that point we decided to disband. Our blog, which we started in 2010, follows.

New York City is the largest school system in the country with 1 million students and over 450 high schools. It has taken 6 years, but we (Ya-Ya Network & the Students or Soldiers? Coalition) FINALLY got a Chancellor's Regulation on recruiters in schools. While it is not perfect, it is still one of the most progressive policies in the country.

History of the Granny Peace Brigade and a focus on their Counter-recruitment activism. A group of women went to the Times Square recruitment center on October 17th, 2005 to enlist. We asked to enlist in place of grandchildren who had been deployed in Iraq unnecessarily. We were arrested and charged with disorderly conduct. Instead of accepting an Adjournment in Contemplation of Dismissal (ACD), we decided to go to court to defend our civil right to speak out. While planning the court case we became determined to work together to end the war in Iraq. To do this, we needed an identity and a name; we became the Granny Peace Brigade. It was as members of the newly formed Granny Peace Brigade that we were tried in NYC Criminal Court and acquitted.

BUSD (Berkeley) has just passed a sister resolution to the OUSD Resolution protecting students form the JAMRS database that we passed last year.  This was after a 2 year campaign that paved the way for Oakland to pass our resolution.  Now it has gained momentum and sister districts seem very willing to follow suit.

SFUSD (San Francisco) will also vote on a JAMRS resolution next week so we are slowly making the BAY-Area an unwelcoming zone to JAMRS and the ways it invades young people's privacy to make them easier to recruit.

Please consider working with your local board of ed to pass a similar resolution.  When framed as a student privacy issue it seems uncontroversial and yet it is a very practical way to undercut aggressive recruitment in public schools.
Attached is the BUSD Resolution signed.

NOTE: Project YANO has received copy of a memorandum, dated Oct. 6, 2008,  rescinding Policy Memorandum #50. It is signed by Maj. Gen. W. Montague Winfield, Commander of the U.S. Army Cadet Command. It is important to note that for years prior to the issuance of Memorandum #50, and during the nine years it was in effect, proponents of JROTC continuously claimed it was not a recruiting program. Memorandum #50 was not, in fact, the only proof of JROTC's recruiting function. For example, DoD officials have repeatedly boasted of its success as a recruiting tool in testimony given to Congress. The rescission of Memorandum #50 does not change the reality that JROTC truly is a military recruiting program.

Pre-filing  for C.O. FilingBecause of the pressures and incremental gains of on-going C-R operations and the problems the military has in enlisting personnel during good economic times (translated: low unemployment), there has been some talk of a draft re-instatement. There is no serious talk of reinstating the draft.  The SSS budget is approximately the same as it was in 1980 when Jimmy Carter resumed draft registration (25 million) so in real dollars adjusted for inflation, it is less. Hardly an indication of getting ready to reinstate the draft. If this were to be a universal draft for universal service, there might be some national benefit in that. This statement is opinion-  and debatable. However, if draftees would be targeted primarily toward military service (a certainty), we would be ready to provide whatever assistance we could in helping our youth apply for conscientious objector (CO) status. - Submitted by JMCNRICK- Sep 4, 2011

Voters are often told that candidates for the U.S. Congress lack any foreign policy platform because they don’t know enough about the topic and don’t plan to focus on it. The following is meant to quickly remedy that situation. Below is information on:

 

 

Setting aside mandatory spending (including Social Security, Medicare, and other spending that Congress does not address annually) as well as payments on debts, and looking only at discretionary spending (the money Congress spends each year at its discretion), over half in recent years has gone to military spending.

Military spending (discretionary and otherwise) includes a budget of three-quarters of a trillion dollars for the Pentagon, plus hundreds of billions more for nuclear weapons in the Energy Department, military activities of other departments including Homeland Security, the budgets of 17 secretive agencies, debt for past wars, and the Veterans Affairs budget.

U.S. military spending dwarfs the cost of most infrastructure and social needs spending legislation, the cost of any other item (or dozen items) of discretionary spending, and the military spending of any other nation. In 2020, U.S. military spending was more than the military spending of the next 11 biggest spenders combined, nine of which nations were U.S. weapons customers pressed by the U.S. government to increase their military spending. The next 14 biggest spenders below the top 12 were the only others to spend over 1% of U.S. military spending, and of those 14, 11 were U.S. weapons customers.

Recruitment, counter-recruitment and critical military studies

Despite constituting the formal mechanism by which states and militaries persuade and enrol their personnel, military recruitment is poorly understood in the social and political sciences. Tied either to a normative and partisan sociology which aims to provide applied solutions for recruitment and retention programmes, or subsumed under a broad banner, by critical scholars, of a global ‘cultural condition’ of militarisation, studies of recruitment lack the rigour they should be afforded. In exploring these issues, the paper offers a vision of critical military studies which takes seriously the efforts of counter-military recruiting activist and protest movements in the US and UK. Counter-recruitment activism is billed as the most practical way to resist policies of militarism and militarisation. In promoting locally situated, practical solutions to the effects of militarised cultures (often as part of activism in schools), it aims to expose the relationship between, and acts to correct, both local and global injustices. In reviewing the practical and conceptual basis for counter-recruiting strategies, and speaking to broader movements in feminist scholarship on militarisation, the paper demonstrates the importance of critical studies of military recruitment, and in so doing, argues for a critical military studies which is situated amidst the people and places militarism affects.

RPB ArleneAfter a Board presentation was made by CAMS and the Human Rights Committee, UTLA (United Teachers Los Angeles) in February 2003, a District Committee was established to address questions and concerns regarding military recruitment. For over a year, members and supporters of CAMS, a grassroots coalition of teachers, school staff, students, parents and community have documented and reported to this School District Committee specific instances of aggressive and abusive military recruiter tactics. We have been concerned about the lack of parameters regarding military recruitment, the lack of information and misinformation. We once again went to the Board of Education September 12, 2005 to express our concerns and present specific resolutions to address them. At the same time, approximately 250 email messages mobilized by the Leave My Child Alone campaign were sent to the Board of Education members to support our efforts. Following the Board presentation by a student, parent, teacher and CAMS Coordinator, we were promised that action would be taken within the next month.
